Senior legal counsel with over 25 years of experience advising in public law, especially administrative law (public and private contracting, public-private alliances, energy, infrastructure, and telecommunications).
He has extensive experience in senior management positions (administrative and operational). Among the positions held, the most recent have been that of Corporate Legal Director of the Costa Rican Electricity Institute (ICE) in the period 2018-2019, and Minister of Public Works and Transportation of Costa Rica (MOPT) in the period 2014-2016, and has been representative of Costa Rica before various international organizations.
